Cesar Santoy

Born and raised in Chicago, this IIT graduate worked as an engineer, construction manager, association manager, and owner representative before founding Studio ARQ in 2008. Cesar’s passion is creating spaces and places that improve quality of life for his fellow Chicagoans. He enjoys bringing turnkey solutions to a wide diversity of community partners.

Cesar demonstrates his dedication to the community daily, as 5th Ward Alderman for the City of Berwyn, HACIA and Arquitectos member, and West Central Municipal Conference Member. Cesar is a registered architect in Illinois, Wisconsin and Maryland.


Araceli G. Garza-Perez
Managing Director


With 20 years of design, development and project management experience, Araceli is able to take on a multitude of project types for a wildly diverse private and non profit client base. Her specialty is managing federally funded projects and taking projects from vision to completion.  Araceli earned a Bachelor of Architecture degree from IIT, then obtained a Masters in Advanced Architectural design and Masters in Real Estate Development from Columbia University.  Araceli serves on the board of the Berwyn Historic Preservation Commission, and spends her free time collecting rocks with her 4-year-old twins.  


Robert Jillson
Director of Architecture

Robert provides our project teams with extensive technical construction and design expertise. From design development, to construction documentation, to construction administration, Rob’s career has challenged him with every possible project type, including single-family residences, multi-family housing, civic centers, office complexes, and large scale international high rises, including Kingdom Tower in Saudi Arabia.

Rob holds an architecture degree from University of Michigan and fine art degree from Chicago’s Art Institute. The synergy he weaves between these two disciplines allows him to present three dimensional space as an experience.  Rob is a registered architect in Illinois.



Jose Espejo
Project Manager


Since joining in 2012, Mr. Espejo has grown with Studio ARQ as Project Manager. He currently oversees Studio ARQ's residential department and performs project management on various commercial and municipal projects. These projects have included upgrades to existing facilities and buildings. He has supervised various types of architectural projects with diligence and is able to work with different types of clients' requirements with efficiency. He boasts impressive skill in taking projects from design concept, permitting, scheduling, and construction administration to project completion. 


Alfredo Carmona
Project Manager


After earning his architecture degree from UIC, Alfredo worked as an estimator on Target and Costco construction projects across the country.  He then excelled as a lead engineer/drafter in architectural manufacturing, while mentoring college bound high school students pursuing careers in architectural.



Noe Garcia-Mendoza
Project Coordinator

This IIT graduate designs and drafts interior and exterior renovations of existing multi-residential commercial, and municipal properties. Noe executes zoning analysis, schematic design, exterior modifications, 3D visualization, and implementation of accessibility codes for new construction and rehabilitation projects. He enjoys a wide diversity of projects from ambulatory healthcare facilities, to elementary schools, to municipal recreational facilities.

His roles vary as well: from design (interior and exterior); to drafting (schematic, design development); to construction and field documentation (from permits, coordination documents, and code research to construction administration services.)


Alberto Carmona

Project Coordinator


Alberto recently joined Studio ARQ’s design department where he takes on a wide range of projects and executes multiple specialties like scheme design, development design and construction documentation. Alberto holds a BS in architecture and graduated with high distinction from UIC.



Christine Parmelee

Project Coordinator


After modeling and detailing plans for mixed-use complexes, veterinary conference centers, and education facilities in Las Vegas Christine moved to Chicago and became the project coordinator at Studio ARQ.  She manages multiple U-Haul projects, and also models and details residential, medical, transit, retail, and hospitality accounts.  Christine holds a BS in architecture and a BIM certification from Lawrence Technological University.



Devon Charlton
Project Coordinator


After working at Wichita’s largest AE firm field verifying for Walmart and designing for Panera Bread all across the south, Devon brought his AutoCAD & Revit mastery to Chicago. At Grund & Riesterer Architects he specialized in condo and financial institution renovation all over the Loop and Gold Coast, including a complex build out for Willowbrook Bank and Trust.

At Studio ARQ, Devon’s primary focus has been production for the Chicago Heights Park District. Devon is an active member of YAF Chicago’s Young Architects Forum and holds a BA in architecture from Howard University.



Francisco Nevarez
Project Director of Construction


Project Director, Francisco Nevarez, is well versed in building code issues, interior design, production of permit construction documents, and computer-aided design. His experience covers 20 years of building and zoning code analysis, project management, and permit expediting. He has managed projects in structural, civil, architectural, and MEP disciplines and worked with over 200 organizations in his career. Mr. Nevarez has worked extensively with commercial business owners, residential clients and has consulted for several public and private sector organizations in the Chicagoland area and abroad.
